This decision follows talks between Yoon and opposition leader Lee Jae-myung, signaling a return to political cooperation. Pressure from victims’ relatives and the UN Human Rights Committee has fueled calls for an independent inquiry. The police investigation identified lack of preparation and inadequate response as key factors, leading to the indictment of the former head of the Seoul Metropolitan Police Agency.
