06 December 2018

As the processes of repatriation has been delayed as there is no feedback of physical arrangement and repatriation process going on as the agreement from the side of Bangladesh. I have gone a field trip to Rakhine state’s repatriation center, Taung Pyo Lett well, where the procedures for accepting returnees have been readied. How the returnees will be accepted in which standard, as well as the readiness of the center for the procedure from his interviews with the Taung Pyo Lett Well center’s Deputy Director, U Soe Htun. Moreover, how will the E-government system will be used in the repatriation procedure, which is interesting, will be covered.

In the interview with the Taung Pyo Lett Well center's Deputy Director Soe Htun, he said about how they have been prepared and readied for, “Every procedure have been prepared and 100% ready to accept for every returnees that has been agreed on the agreement that the two country has been made. So in details how much of the returnees we are going to accept in Taung Pyo Lett Well are 150 returnees a day. And for to examine and check out the readiness of the center, Foreign Minister from the side of Bangladesh, as well as some of the minster from our side came. Moreover, media groups also come for like 2 times a week to report the news of the readiness from our side."

To make sure for every securitization sector is well handle is the most crucial part in the repatriation process as well, so for that he also explain for us about the securitization sector's formula, “So, as we all know all the returnees will be coming from the friendship bridge, they will firstly be examined and be checked for their sake of security as well as the further purpose of the process. Furthermore, they will go through the custom processes in which the Immigration officers check up by filling the form, take photo for ID and take E-ID tally."

As the customs and immigration processes have been done, the other processes have to be done for the returnees as follow, "4 of the donated accessories from Ministry of Humanitarian and Disaster Management will be handed out to the returnees as their given family list. And we will be managing them and settle them in the temporary camp for 1 or 2 days for maximum.”

After the interview with the Deputy Director of the center, the Immigration head officer shows the process and explain briefly about the procedure that will be taken as, "Firstly, we will be signing and filling the form to give them NV card. Moreover, we will be taking the process for E-ID with the tech accessories as follow, and will be scanned by scanner and saved in the computer's hard disk. For this process we have 5 groups which will be working on this.”

For the first part to be done, returnees have to take photo in the photo booth. After that, biographic data and biometric data for each of the returnees will be taken as to be tallied in the computer. And we will also be taking the iris pattern and digital finger print pattern of them with the iris scanner and fingerprint scanner. And only after that the camera on front of the last custom will be opened and officially saved. Let’s hear out more about how the limitations for NV Cards have been made."We will be taken these for the security matters to every age of the returnees, but NV card will only be handed to the above 10 years of age. Moreover, we will be plastic coating the NV card that we have handed."

So, every might want to know why the processes of taking iris pattern and finger print pattern digitally, about that to be clarify he said, "So I’m the future, every Myanmar citizen may have smart card for each of them...and will be given a unique number, just for them, as we are going to the E-government system, these really matters. So, we will be start using to the returnees to be tallied first for the future purpose of the E-government system."

Hope you may be covered and informed by this report about the current condition for how the returnees will be accepted in which standard, as well as the readiness of the center for the procedure and also about how will the E-government system will be used in the repatriation procedure.
